Regarding recent arrests at the Worcester Common

“Recently, I asked Chief Gemme to make a concerted effort to increase foot patrols and make other tactical adjustments to ensure the safety of the Common and surrounding streets. These arrests show the matter is being taken seriously. While the city is working on multiple levels to combat drug addiction with prevention and recovery-focused efforts, we will not tolerate drug transactions in our public spaces and will continue to work to maintain downtown Worcester as a safe place to live, work, and play.”

Two Men Arrested at City Hall Common on Drug Offenses

Worcester, MA (January 14, 2016) – On Wednesday, January 13, 2016 at approximately 10:25 AM two Worcester police officers assigned to the Operations Division, City Hall foot beat, were conducting surveillance around City Hall. The officers were spending additional time in the Common due to complaints received about open air drug transactions that were taking place in the downtown area. This area has been designated as a (TRA) Tactical Response Area which is a geographical area in which divisions within the police department allocate resources tailored to the specific problems within the response areas.

The officers working in the Common observed two males meeting at the entrance way of 22 Front Street. One of the males in the group was later identified as Joshua Evans, 32-years-old of 25 Queen Street, Worcester. Mr. Evans appeared to be engaging in a drug transaction with another male, identified as Angel Torres, 37-years-old of 74 Wall Street, Worcester. The men then proceeded to make a second hand-to-hand transaction.

The officers approached the two men and recovered more than 30 packets of synthetic marijuana (class C substance), also known as the product K2, and $3,754 cash from Mr. Evans. Mr. Torres was in possession of three packets of synthetic marijuana.

Angel Torres was charged with Possession of Class C Substance.

Joshua Evans was charged with Distribution of Class C Substance, Possession of Class C Substance with Intent to Distribute and Drug Violation within 100 Feet of a Park.

Both men will be arraigned on Thursday, January 14, 2016 at the Worcester County District Courthouse.

City welcomes new Chief Diversity Officer

Worcester– City Manager Edward M. Augustus, Jr. announced today that he has selected Dr. Malika Carter as the city of Worcester’s first Chief Diversity Officer

Most recently the Director of the Office of Multicultural Student Services at the University of North Dakota, Dr. Carter has more than 10 years’ experience developing policies and programs that will help Worcester meet its goals of being an inclusive and diverse city government. She will start work in February.

The Chief Diversity Officer position was established as part of an overarching strategy outlined by the City Manager to create a more diverse and inclusive approach to city government. While the City will always hire the most qualified candidate for a position, the Chief Diversity Officer will work to broaden the pool of candidates for city jobs to groups that have been traditionally underrepresented.

“Being an increasingly diverse city, it’s important we recruit a workforce that reflects the community we serve,” said City Manager Augustus. “I believe this position will be critical in making sure that happens.”

The main duties of the position will include developing and monitoring recruiting, hiring, training, promoting, and retaining strategies to increase the number of people from underrepresented groups who work and volunteer for the city. Dr. Carter will also oversee the development and implementation of the city’s Equal Employment Opportunity and Diversity and Inclusion Plan and making sure that the city is in compliance with all federal, state, and local Equal Employment Opportunity laws. She will also serve as the administrative liaison to the newly restructured Diversity and Inclusion Advisory Committee, formerly the Affirmative Action Advisory Committee.

Possessing a strong understanding of issues facing underrepresented populations, Dr. Carter has worked her entire career to build cultural competency, improve relations and collaboration among people of diverse backgrounds.

Dr. Carter has her PhD in Institutional Analysis from North Dakota State University, a Masters in Higher Education and Student Affairs Administration from the University of Vermont, and a BS in Middle Childhood Education from Cleveland State University.

Dr. Carter was selected based after a lengthy and inclusive review process whereby candidates were evaluated by a newly developed rubric hiring system. The job description was created based on input from the City of Worcester Human Rights Commission, as well as the public.
